ele fall down does nothing in pve now, havent tested properly in pve

seems to work minimally in pvp

After further testing can confirm ele fall down works fine with weapon procs, almost not noticeable with regular spells but there is a slight increase in damage, talking like 8-10 DMG more from my testings
found something to patch
by borrowing from a different lineage version, patching and will have to test this week after tmrws restart

seems good to me, found a healthy balance with the ele/mr dmg reduction
