I think this is meant to be. If you use scroll on ground, it consume the scroll too.
I don’t think you should be able to attack another player with PvP off
I agree; however, that is how spell scrolls behave in standard client. I wouldn't say it's a bug report, maybe an improvement report to make spell scroll behave like normal spell.
I really don't know how to "cancel" a spell scroll when you click on it Even after you teleport, the targetting cursor is still active.
and click on ground to burn scroll is really stupid mechanic.
That seems like a bug too
It doesn’t cast the spell the scroll just gets used

@Mephi - Tested this one. Used an e-bolt spell scroll and was still able to attack summon/player without CTRL targeting
Fixed for the next server restart: a spell scroll is used up only when its spell is actually cast; clicking the ground or a target it cannot hit keeps the scroll.
