Idea: server command to show which quests are currently on cooldown -questcooldown (or something)

Server command for quest cooldown
🇷 - Marking as under review for now while team investigates further.
🇩 - Moving this one over to development to review what we can do with the current quests commands.
Not done yet: -quest shows your active kill quest progress, but there is no list of quests on cooldown. It's on the list for Mephi.
Honestly just adding a blanket : "weekly quests reset on Wed" to the -quest command would probably suffice
