I recently got the legendary Rune of siphon and would like to request an adjustment.
Reason being, I think the only people that are going to be interested in it are the elves, and with it set to only 1% regen and 1% chance, it really doesn't do much because elves have 300 to 500 mana points. Mostly in the 300's or 400's. That means a proc of the rune is only 3 or 4 mp. It doesn't go off enough or regen enough points in my opinion. If you look at some of the other legendary runes, the % is higer. Even the uncommon tunes are 5%. Not sure how 1% helps at all.
